Is it possible to move on to another grade mid year and was a year stolen from me.?

My son skipped half of 8th when he was moved into 9th. While he was in a home study program, it was a school district school, so some school districts do allow this. He was also born in Dec. He skipped first grade too. Can you home school? My son started in 8th grade, and took community college cles concurrently.
