Is Busch Gardens Tampa like a safari?Or are the animals behind gl/bars like a zoo?

I'm Going to Clearwater Beach and am thinking about Busch gardens for 2 adults. am not interested in a zoo where the animals are behind gl. Is this like a safari where the animals rome free?
