Ideas for a birthday party, 4 girl turning 5, it is a march birthday and vry cold and snowy hear,?

so she wants a chuckEchees party, but it is 3 hrs away and 2 much. there r 16 kids 2 B inv. from school, that never RSVP, dont want 2 buy 2 much/2 little, 5 kids r defitnitly coming and bout 50 rel. not alot of money. very small spending limit(with out gifts) SHe is very girly, loves hanah montana, princess and barbie.We r renting a center that will b big part of money limit, (big place). So I was thinking either bring chucky E cheese 2 her some how, or do somethig like a dress up or tea party theeme, but what about the boys. Will get a three hour window. Is that to long? would just some snacks be allright, or mayb Hotdogs and hamburgers /chips. juice soda and coffee or tea for adults? Shold parents b inv.? we have a kid jeep and 3 weeler, maybe a race, any ideas please help, I have alot but I just want thi to be her best. we blieve 5 is when she turns from a little girl 2 big girl, want her 2 no life will b changing ad she is spechial.
